Jannie Blackwell (Democratic Party) was a member of the Philadelphia City Council in Pennsylvania, representing District 3. Blackwell assumed office in 1992. Blackwell left office on January 6, 2020. Blackwell is from Philadelphia, Pennsylvania. She received a bachelor’s degree in education from Cheyney University and a master’s degree in education from St. Joseph’s University. Her professional experience includes serving as a special assistant to the Governor of Pennsylvania, a delegate to the National Convention and an administrative assistant is several political campaigns.
