Rafael Villalobos is a seasoned healthcare executive and litigation attorney with nearly three decades of experience. He also has an MBA with specialization in healthcare. He has served as Deputy General Counsel for Litigation and Risk Management and Senior Vice President and Chief Legal Counsel for two large health systems. He has also represented physicians, hospitals and health systems while in private practice with large, regional law firms.
Rafael has recently returned to healthcare as Deputy General Counsel for Capital Health System, responsible for all litigation and risk management issues. He focuses on health law, employment law, professional liability, commercial litigation matters, medical staff and credentialing issues, risk avoidance and mitigation, internal investigations, mediation and dispute resolution as well as training and education of residents, nurses and medical staff.
Formerly, as SVP and Chief Legal Counsel, Rafael was personally responsible for managing the legal affairs for a three hospital system, with roughly 500 licensed beds and over 4,000 employees. The scope of legal work/expertise included compliance with federal and state laws and regulations, contract review and negotiation with service providers and physicians, litigation management of professional and general liability cases as well as directors and officers and employment litigation. He worked closely with the Board of Directors and executive team providing counsel and was involved in the governance process. He was routinely called upon to assist with credentialing matters, employee relations, bylaws revisions, policies and procedures. He lectured to the medical staff, medical residents, nursing staff and Board regarding various topics.
